I'm no expert but sounds like you need to use an LFO and link it to the cut-off frequency most likely, possibly the volume envelope, or maybe both. Then change the frequency of the *LFO so it affects the other parameter (cut-off or volume) and the whole sound wobbles at the right speed. I think...
